What makes an accounting resume or CV hard to get noticed?

Resume or CV: what changes by country?

The document is the same: a UK or Australian CV is what US and Canadian postings call a resume. What changes is the wording postings use. Accounting qualifications differ by country. These are common examples, not a complete list; list only what you hold, by its exact name. US postings often mention US GAAP, while UK, Canadian and Australian postings often mention IFRS or local standards.
